The Deputy Speaker of Parliament, Jacob Oulanyah has ordered the Parliament Rules and Privileges Committee to investigate the bickering between the Speaker of Parliament, Rebecca Kadaga and the State Minister for Land, Princess Persis Namuganza.
The media has in recent days been awash with ping pong between the two legislators who hail from Busoga sub region, with Namuganza accusing Kadaga of visiting her constituency to install a kingdom chief without her approval.
The matter of concern was Thursday raised on the floor of the Parliament by Ngora county MP, David Abala who noted that the House needs to understand the dynamics of the bickering.
“In the past one week, we have read from press the various utterances concerning our colleague Persis and Speaker. This matter concerns this institution and is something that is critical for us to understand the dynamics, so we understand how this matter can be handled,” Abala said.
In his ruling, Oulanyah noted that indeed the utterances in the media are disturbing and dent the institution of Parliament.
“Usually when such matters arise, they require that the House be briefed and the Committee on Rules should determine where these utterances are coming from,” Oulanyah said.
“The circumstances of this matter are such that it is difficult for us to recommend one way or another before the facts aren’t known. So, substantially, I refer this matter to the Committee of Rules to establish the circumstances under which these statements are being made, the factors leading to them and the solutions,” Oulanyah ruled.
