The Minister of State for Finance in Charge of Planning, Hon. Amos Lugoloobi and the Census Commissioner, Dr Chris Ndatira Mukiza, have assured the public that those who have not yet been counted will be counted.
“The households and persons yet to be enumerated, will be enumerated within the four remaining days ending Sunday 19th May 2024,” said Minister Lugoloobi while addressing the press on Thursday at the Uganda Media Centre.
Lugoloobi, who was enumerated this week at his Makindye home, said the challenges experienced on the first day included 20,000 Enumerators failing to log in due to a lack of access credentials, and missing Enumeration Areas in the system, as reported by the Local Governments.
He said these issues have since been resolved and enumeration is moving on smoothly across the country.
According to Uganda Bureau of Statistics (UBOS) Executive Director, Dr Chris Mukiza, despite challenges at the start of the census, UBOS managed to catch up.
“In a day, we are capturing over 1.3 million households. We have 3 more days to conclude enumeration,” he noted.
He added: “However, in case you are not counted, please reach out to your local council and have an appointment to be made for you. We will not count people at workplaces.”
Allowances
“On the issue of training allowances, payments for 63 districts have been effected for districts that shared the names of their enumerators, and been uploaded on the recruitment portal. All have received their money directly on their mobile phones as provided,” said Minister Lugoloobi.
He added: “The Local Governments that are yet to submit the names and details of the enumerators and supervisors have been asked to do so immediately to enable the Bureau to process the training allowances.”
On his part, Dr Mukiza confirmed that each enumerator will receive UGX50,000 per day while a Parish Supervisor will receive UGX60, OOO per day for 10 days of work, translating to a total of UGX500, OOO for the Enumerator and UGX600, OOO for the Parish Supervisor upon successful completion of the enumeration exercise.
“The Enumerator guides who are LCI Chairpersons or their designate will be paid according to the rates prescribed for each given area. All allowances will be paid through the e-cash system directly on the mobile telephone number provided,” he added.
The Minister also confirmed that two enumerators lost their lives in the first three days of enumeration.
The late Ssali Emmanuel of Najeera B, Kira Municipality was attacked and beaten by a gang on his way home after enumeration. He was rushed to the hospital where he breathed his last. The tablet and his phone were recovered where he was found lying helpless.
Another enumerator, Tibiwa Annet, from Namayingo district died after registering signs of illness and she was rushed to the hospital where she was pronounced dead.

Over 60% of households covered
Dr Mukiza said by the end of the 6th day of enumeration, 60.2 percent of the targeted households had been covered.
He said the Census questionnaire is translated into 21 local languages and, therefore, Enumerators are expected to interview residents in the language best understood by a particular Household. All persons should be enumerated and all questions should be asked and responded to.
He said yesterday, a unique family in Makindye Sabagabo, in Wakiso district, consisting of six members all with speech and hearing impairments, was enumerated.
“All persons should be enumerated and all questions should be asked and responded to,” he noted.
“The Uganda Bureau of Statistics has made comprehensive plans to include all people with disabilities and other special interest groups. The Census count is ongoing, and if you haven’t been visited yet, don’t worry, the enumerators will be knocking on your door soon,” he added.
