Kampala, Uganda – The National Water and Sewerage Corporation (NWSC) has unveiled an ambitious five-year strategy aimed at achieving universal access to safe water and improved sanitation services across Uganda by 2030.

The Corporation’s Strategic Plan (2025/26–2029/30) outlines a comprehensive roadmap to expand water and sewerage infrastructure, improve service delivery, and ensure long-term financial sustainability in line with Uganda’s development priorities.

“Water for all, for health, and prosperity is our vision,” NWSC stated, adding that its mission is “to provide reliable, safe, and sustainable water and sewerage services for all while empowering lives, protecting the environment, and building a healthier future generation.”

Currently, NWSC operates in 287 towns, providing water services to approximately 20 million people and sewerage services in 18 towns. The Corporation treats about 40 million litres of wastewater daily, with operations spanning centralised and decentralised systems.

Under the new plan, NWSC aims to significantly expand access and improve efficiency, targeting an increase in customer connections from 1 million to 1.3 million and extending services to 26 million Ugandans by 2030.

The Corporation also plans to grow its annual turnover from UGX 649 billion to UGX 768 billion and expand its asset base from UGX 4.8 trillion to UGX 6.8 trillion.

The strategy is built around five key priorities, including expanding access to water services, protecting the environment, improving operational efficiency, enhancing customer satisfaction, and ensuring financial sustainability.

“Extending piped water through rehabilitation, upgrading, and development of infrastructure is central to achieving water for all,” NWSC noted.

The plan also emphasises environmental protection through sustainable water supply and wastewater management practices, as well as strengthening institutional capacity to respond to growing urban demand and climate-related challenges.

NWSC highlighted the importance of customer engagement, stating that improving service delivery and responsiveness will be critical to building trust and satisfaction among users.

“Building customer satisfaction through adaptive and responsive service remains a key priority,” the Corporation said.

The new strategy builds on strong performance recorded over the past five years, during which NWSC expanded its service footprint from 258 to 287 towns and increased water connections from 724,006 to over 1 million.

Infrastructure development has also accelerated, with major projects completed across the country, including the Katosi Water Treatment Plant, the Nakivubo Wastewater Treatment Plant, and water supply improvements in Gulu, Hoima, and Fort Portal.

“These achievements demonstrate our commitment to transforming access to water and sanitation services across Uganda,” NWSC said.

The Corporation noted that the new plan is aligned with national and global frameworks, including Uganda’s Vision 2040, the National Development Plan IV, and the United Nations Sustainable Development Goals.

As urbanisation and population growth continue to put pressure on water resources, NWSC says its 2030 vision positions the Corporation as a key driver of sustainable development, public health, and economic growth.

“By 2030, we aim to ensure that more communities enjoy reliable and safe water, while maintaining financial sustainability to support ongoing investments and operational excellence,” NWSC said.
