KAMPALA — Makerere University has taken a major step toward strengthening its Open, Distance and e-Learning (ODeL) capabilities by laying the foundation stone for a new ODeL building and launching the ODeL Masterplan.

The ceremony, held on Tuesday, was attended by the Chairperson of Council, the Vice Chancellor, and partners from KOICA Uganda.

“A foundation for a greater journey”

Ms Jihee Ahn described the occasion as “the foundation of a much greater journey — one that will lead Makerere beyond Uganda, to become a leading institution in East Africa and across the continent in delivering innovative and high-quality open and distance education.”

Dr Silas Ngabirano, representing the Chairperson of Council, highlighted the strategic value of the partnership.

“This project is more than just providing technology. It is about enhancing the capacity of our students, faculty and staff in an increasingly digital world — bridging the gap between traditional teaching methods and modern learning needs,” he said.

Strategic priorities and funding

Prof. Sarah Ssali, representing Vice Chancellor Prof. Barnabas Nawangwe, emphasised that e-Learning is a key priority in the Makerere Strategic Plan 2026–2030, with infrastructure development and system strengthening at the core.

She acknowledged the Republic of Korea for a US$12.2 million grant that made the project possible.

“We are excited about the possibilities this project presents and are committed to making ODeL a success, providing an excellent example in this part of the world,” Prof. Ssali said.

Project components and construction

The project, led by Principal Investigator Prof. Henry Alinaitwe, comprises three components: developing an ODeL Masterplan, enhancing e-Learning infrastructure, and building capacity for staff.

Of the US$12.2 million grant, US$3.75 million has been allocated to constructing the ODeL building, which will be completed over 22 months by SMS Construction Ltd.

The initiative reflects Makerere University’s commitment to expanding digital education, improving access to learning, and fostering innovation across Uganda and the wider East African region.
