The Ugandan Government has moved to address delays affecting the Kabale–Lake Bunyonyi–Kisoro–Mgahinga Road Upgrade Project, with the Ministry of Finance convening a high-level meeting to review progress and determine the way forward.

The meeting, chaired by Finance Minister Hon. Henry Musasizi, convened officials from the African Development Bank (AfDB), Kigezi legislators, district chairpersons, mayors, ministers, private sector representatives, technical officials from the Ministries of Finance and Works and Transport, the Attorney General’s Chambers, and local government leaders.

Government officials said the State has met most of its contractual obligations, including financing commitments, securing the Right of Way, and compensating Project Affected Persons (PAPs). About 80% of land compensation has reportedly been completed.

However, implementation of the project remains significantly behind schedule, with progress standing at 2.13% against a planned 37.15%. Works have been suspended since 1 June 2026.

Following the meeting, the Ministry of Works and Transport was directed to take immediate steps to restore progress, while the Attorney General was tasked with providing urgent legal guidance on the outstanding contractual issues.

Government said it will consider all available contractual options, including possible termination of the contract should the contractor fail to resume works. A joint field visit will also be conducted to inform the next course of action.

Kigezi leaders expressed concern over the deteriorating condition of the road, particularly ahead of the rainy season, citing its impact on tourism, trade, transport, and local livelihoods.

Musasizi reaffirmed Government’s commitment to completing the strategic infrastructure project and urged regional leaders to support efforts to resolve outstanding Right of Way challenges. He also appealed to compensated Project Affected Persons not to reoccupy the project corridor as Government works to accelerate implementation.
