Montreal, Canada — Uganda has been elected to the Council of the International Civil Aviation Organisation (ICAO) for the 2025–2028 term, marking a significant milestone in the country’s aviation journey.
The election took place during the 42nd Session of the ICAO Assembly, currently underway from 23rd September to 3rd October 2025 in Montreal, Canada. Uganda garnered 155 votes out of 185 Member States, a resounding endorsement of the country’s growing stature in global aviation.
Uganda’s delegation to the Assembly is led by the Minister of Works and Transport, Gen. Katumba Wamala, alongside Uganda’s High Commissioner to Canada, Amb. Allan Kajik, the Uganda Civil Aviation Authority (UCAA) Director General, Mr Fred Bamwesigye, and senior officials from both UCAA and the Ministry of Works and Transport.
The ICAO Council is the organisation’s highest decision-making body, responsible for setting international aviation standards and recommended practices that govern safety, security, environmental protection, and the orderly growth of the global aviation industry.
Uganda has, in recent years, invested heavily in modernising Entebbe International Airport, upgrading regional aerodromes, and improving compliance with international aviation safety and security standards. Its election to the ICAO Council is expected to further accelerate these initiatives and attract new investments in air transport.
The 42nd ICAO Assembly has brought together 192 Member States to deliberate on global aviation priorities, including digital transformation, sustainability, climate resilience, and enhanced connectivity. Uganda’s new seat on the Council positions it at the heart of these critical discussions shaping the future of global air travel.
