Museveni Commissions Shs53bn Road Projects in Kasese Under USMID

Kasese — President Yoweri Kaguta Museveni has commissioned a series of urban road infrastructure projects worth Shs 53 billion in Kasese Municipality, constructed under the Uganda Support to Municipal Infrastructure Development (USMID) programme.

The upgraded roads — including Rwenzori Road, Bus Circular Road, 3rd Street, Kitalikubi Road, and others — mark a major milestone in the town’s urban transformation and transport modernisation.

“These developments show that the NRM is a government of action, not empty promises,” President Museveni said at the commissioning ceremony.

Beyond roads, the municipality has benefited from modern drainage systems, green spaces for climate resilience, improved solid waste management, a garbage truck, and trained municipal staff — all aimed at building a sustainable urban future.

President Museveni emphasised that Uganda’s development hinges not on a lack of ideas but on prioritisation and discipline.

“Our problem is not ideas — it’s the confusion of trying to do everything at once. The NRM follows a clear path: first security, then roads, electricity, education, and more,” he said, cautioning against populist tendencies among leaders.

He reiterated that the NRM’s development philosophy is rooted in sequencing and sustainability: “With discipline and prioritisation, we shall continue to transform Uganda.”

Minister of Lands, Housing and Urban Development, Hon. Judith Nabakooba, praised Kasese’s performance under USMID and hailed the infrastructure as a model of progress and inclusive development.

“Kasese is now among the top-performing municipalities, having increased local revenue from Shs 399 million to Shs 1.4 billion,” she said, citing improved drainage, street lighting, green spaces, and a vibrant night economy as visible outcomes.

She revealed that over 70 km of roads have been upgraded and traffic lights installed, improving mobility and safety.

Mayor Chance Kahindo lauded the investments as a sign of government trust and municipal efficiency, noting that 92% of the funds were directly invested in roadworks. Kasese, he said, was recognised for excellent fund management during the latest USMID assessment.

“With this performance, we strongly urge that Kasese be considered for future development funding,” he said.

Also in attendance were the Deputy Speaker of Parliament, Rt. Hon. Thomas Tayebwa; Hon. Chris Baryomunsi, Minister of ICT and National Guidance; Hon. Alice Kaboyo, Minister of State for Luwero Triangle and Rwenzori Region; and Hon. Balaam Barugahara, Minister of State for Youth and Children Affairs, among other dignitaries.
