The Ministry of Works and Transport (MoWT) has suspended two senior engineers as investigations continue into the alleged mismanagement and embezzlement of funds earmarked for the construction of the Busega–Mpigi Expressway.
The suspensions were confirmed in a statement issued on Tuesday by the Inspectorate of Government (IG), which said the action follows a directive by the Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala.
According to the Inspectorate, the IGG directed the suspension of the officials on July 1, 2026, in line with instructions from President Yoweri Kaguta Museveni to facilitate expeditious investigations into the alleged financial impropriety.
The suspended officials are Mr Kiyaga Edwin Raymond and Mr Ahimbisibwe Dickens.
They are under investigation over allegations involving the management of funds allocated for the 23-kilometre Busega–Mpigi Expressway and its 20 kilometres of access roads.
Under the suspension terms, the two officials have been directed to immediately hand over all government property, records, files, documents and any other official items in their possession to their respective supervisors.
They have also been barred from accessing Ministry premises or carrying out official duties unless expressly authorised by the Ministry.
In addition, they are required to remain available to support ongoing investigations and any related administrative processes.
The Inspectorate of Government commended the Ministry of Works and Transport for promptly implementing the IGG’s directive, describing the move as a demonstration of commitment to accountability and good governance.
“The IG strongly reiterates its commitment to upholding integrity, ethical standards and the rule of law, and will continue to execute its constitutional mandate with diligence and impartiality,” the Inspectorate said.
The investigations into the alleged misuse of funds are ongoing. No criminal charges have yet been announced against the suspended officials.
