WASHINGTON, D.C. — The Government of Uganda has strengthened its lobbying and public affairs presence in the United States after the Embassy of Uganda in Washington entered a new subcontracting arrangement with a Washington-based communications and government relations firm.
Documents filed under the U.S. Foreign Agents Registration Act (FARA) show that Skyline Capitol LLC has been subcontracted by Moran Global Strategies Inc. to provide lobbying, media relations and strategic communications services on behalf of the Ugandan Embassy.
The filing, processed by the U.S. Department of Justice’s National Security Division FARA Registration Unit on July 9, 2026, identifies the Embassy of the Republic of Uganda as the ultimate client under the agreement.
$20,000 Monthly Retainer
Under the agreement, Skyline Capitol LLC will receive a flat monthly retainer of $20,000 from Moran Global Strategies for services provided to the Ugandan government.
The contract took effect on July 1, 2026, following a letter of engagement executed on July 6, 2026.
In addition to the monthly retainer, reasonable business expenses will be reimbursed, although expenses exceeding $500 per month require prior approval.
The agreement allows either Skyline Capitol, Moran Global Strategies or the Embassy of Uganda to terminate the arrangement with 30 days’ written notice.
Focus on Policy Engagement and Communications
According to the FARA filing, Skyline Capitol will work alongside Moran Global Strategies to advise the Ugandan Embassy on engagement with policymakers in Washington while providing communications and media relations support.
The agreement states that Skyline Capitol will: advise the Embassy on outreach to key U.S. policymakers; support engagement with members of Congress and other stakeholders; provide media relations services; and offer strategic communications support as required.
Moran Global Strategies, founded by former U.S. Congressman Jim Moran, will continue overseeing the broader client relationship, while Skyline Capitol will undertake day-to-day advocacy and communications activities.
Disclosure Requirements
Because the work involves representing a foreign government, both firms are required to comply with the Foreign Agents Registration Act (FARA) and the Lobbying Disclosure Act (LDA).
The agreement requires Skyline Capitol to disclose its lobbying activities, communications and payments received through periodic filings with the U.S. Department of Justice.
FARA is a U.S. law that requires individuals and firms representing foreign governments or political entities to publicly disclose their activities to promote transparency regarding foreign influence in U.S. policymaking.
Strengthening Bilateral Engagement
The expanded representation comes as Uganda continues engaging U.S. policymakers on issues including trade, investment, regional security and broader bilateral relations.
The latest filing adds Skyline Capitol to Uganda’s Washington advocacy team, broadening the government’s communications and policy outreach as it seeks to deepen engagement with U.S. legislative and executive institutions.
The arrangement is publicly disclosed through the U.S. Department of Justice’s FARA registration system, which tracks lobbying and advocacy activities conducted on behalf of foreign governments and other overseas principals.
