KAMPALA – Senior Presidential Advisor for Defence and Chief Coordinator of Operation Wealth Creation (OWC), Gen Caleb Akandwanaho Salim Saleh (Rtd), has advised the Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba, that Justice and Constitutional Affairs Minister Norbert Mao should be briefed on military and intelligence matters relating to Dr Kizza Besigye, Lukwago, and other individuals.

In a note dated June 28, 2026, titled “The Lukwago Issue” and addressed to the CDF, Gen Saleh said the Minister has a duty to the public.

“Hon. Mao as Minister of Justice and Constitutional Affairs (Chair of the Cabinet Standing Committee on Human Rights) has a duty to give a sense of perspective to the public concerning the case of Dr Besigye and any of his accomplices,” Gen Saleh wrote.

He added that the Minister also has a responsibility to explain actions undertaken by state security agencies.

“He also has a duty to explain actions by state security agencies against certain individuals and organisations. He is the coordinator of the Justice, Law and Order Sector (JLOS),” the note stated.

According to Gen Saleh, the Minister may not have access to the operational information in the hands of the military and intelligence agencies, making it necessary for him to receive a comprehensive briefing.

“Since he may not be privy to some of the military and intelligence agencies’ activities, he needs a briefing so that he can in turn respond to any concerns from the public,” he wrote.

The memo concludes with the liberation slogan, “Aluta Continua.”

Copies of the communication were addressed to the Ministry of Defence and Veterans Affairs, the Ministry of Justice and Constitutional Affairs, and the Office of the Prime Minister.

Gen Saleh, a veteran of the Front for National Salvation (FRONASA) and the National Resistance Army (NRA), currently serves as Senior Presidential Advisor for Defence and Chief Coordinator of Operation Wealth Creation, the first and most expansive civil-military operation of its kind in Africa.

The note comes amid continued public debate surrounding the legal proceedings involving Col Dr Kizza Besigye, former Kampala Lord Mayor Erias Lukwago and other individuals, with calls from various quarters for greater clarity on the actions taken by state security agencies.

By releasing the note to the public through SoftPower News, Afande Saleh, a highly regarded veteran freedom fighter of the Front for National Salvation (FRONASA) and the National Resistance Army (NRA), who is renowned for fostering peace and harmony, may be seeking to ease tensions.
