Bundibugyo — President Yoweri Kaguta Museveni has urged local leaders in the Rwenzori subregion to avoid multitasking and instead concentrate on executing one task at a time to boost efficiency and impact.
Addressing a leaders’ meeting at Bumadu Primary School in Bundibugyo District as part of his ongoing Presidential Performance Assessment Tour, the President emphasised that the success of the NRM government has been rooted in focus and prioritisation.
“What helped the NRM Government achieve its goals was our focus on one task at a time,” said Museveni. “When you multitask, you cannot manage effectively. For example, in maintaining peace at the borders, we succeeded through policy, ideology, and prioritisation.”
He cautioned that handling too many responsibilities simultaneously undermines productivity and quality of work. The President’s visit focused on evaluating progress under the Parish Development Model (PDM) and regional wealth creation efforts.

Highlighting Uganda’s security achievements, Museveni stressed the importance of a professional and inclusive army. He noted that military recruitment is non-discriminatory, with soldiers trained, armed, and salaried, and their children educated for free in army schools, strengthening the UPDF’s capacity to safeguard national peace.
He also questioned the effectiveness of foreign peacekeeping forces in Africa, saying, “How can the United Nations keep the peace of a nation that isn’t theirs? The hairstyle is determined by the shape of the head. There is much to be done, but you have to prioritise.”
President Museveni praised the development strides seen across the Rwenzori sub-region, especially in household income growth, though he criticised the continued underutilization of available land.
He cited success stories under the PDM, including Bernard Kacuuro, a cocoa and palm oil farmer in Bundibugyo; Steven Kisembo, a goat farmer in Ntoroko; Pelucy Biira, a poultry entrepreneur in Kasese; and Richard Nyakana from Fort Portal’s Rwengaju area. He reaffirmed the value of the 4-acre model for transforming rural livelihoods.

Responding to concerns about poor infrastructure, particularly roads in Bundibugyo, Museveni announced that road improvement works would commence in July 2025.
The President also expressed disappointment over the slow implementation of Universal Primary and Secondary Education policies, urging local leaders to leverage government initiatives such as the Skilling Hubs to support school dropouts and enhance vocational training.
In a show of support for grassroots initiatives, President Museveni pledged Shs 20 million to each religious SACCO—Anglican, Catholic, Pentecostal, Muslim, and Owobusobozi—to aid their development work. He also gifted a motorcycle to the LC1 Chairperson in recognition of the vital role local leaders play in community governance.

The leaders at the event expressed their full support for President Museveni and unanimously endorsed him as the sole NRM flag bearer for the 2026 elections.
Also in attendance were Deputy Speaker of Parliament Rt. Hon. Thomas Tayebwa, Ministers, Members of Parliament, District Chairpersons, Councillors, NRM leaders from across the region, and representatives of the Obudhingiya bwa Bwamba and Obusinga bwa Rwenzururu cultural institutions.
