Mukono District – President Yoweri Kaguta Museveni was full of praise and admiration after meeting Ms Nampa Harriet, a remarkable beneficiary of the Parish Development Model (PDM), who turned a modest UGX 500,000 grant into a thriving agribusiness, becoming a shining example of what the government initiative aims to achieve nationwide.
The President visited Mangaliba village, Nakisunga Sub-County in Mukono District on Thursday, 19th June 2025, where Ms. Nampa shared her inspiring journey with him and the community. A mother of four, she recounted how she initially accepted just half of the UGX 1 million PDM allocation, worried about managing a larger sum.
“I requested UGX 500,000. With UGX 300,000, I bought three female pigs—each at UGX 100,000—and used the balance for feed. Within eight months, they produced 27 piglets. I sold 25 at UGX 100,000 each, earning UGX 2.5 million. I couldn’t believe I was touching millions,” she said joyfully.

Ms. Nampa reinvested her earnings, saving UGX 1 million with her father and spending UGX 1.5 million on feed. The next round of breeding generated another UGX 2.5 million, which enabled her to buy a cow, further diversifying her income. Today, her cow produces seven litres of milk daily—two for her household and five sold at UGX 10,000 per day.
“Thank you, Mr. President, for remembering the poor. I started with nothing, but I now see a clear future. That UGX 1 million may seem small to some, but if you plan well, it can change your life,” she noted.
Her story of prudent financial management, persistence, and business acumen impressed President Museveni, who hailed her as a model of what the Parish Development Model is meant to deliver: grassroots transformation driven by personal initiative and government support.
“I’m very pleased to see young Ugandans who had never touched a million shillings now succeeding. This is exactly what we envisioned when we launched the PDM,” the President said.

He explained that the PDM is a continuation of earlier NRM initiatives like Entandikwa, NAADS, and Operation Wealth Creation, but with a significant difference—direct financial empowerment to households through SACCOs. “The idea comes from our ‘four-acre model’ introduced in 1996: one acre for coffee, one for fruits, one for food, and one for pasture—with poultry or piggery in the backyard. What’s new is that we’re now directly giving you the capital,” he added.
To support Ms. Nampa’s growing enterprise, President Museveni pledged: an acre of land worth UGX 60 million, a motorised three-wheeled vehicle (tuk-tuk) worth UGX 12 million, a borehole to improve water access for the entire village. In addition, each of the ten PDM beneficiaries who attended the meeting received UGX 1 million from the President.

Wider PDM Impact in Greater Mukono
Ms. Nampa’s story is just one among many emerging from the Greater Mukono region, which includes Mukono, Kayunga, Buikwe, and Buvuma districts. The government has so far disbursed UGX 67.7 billion of the UGX 70.1 billion allocated to the region, supporting all 273 PDM SACCOs.
Under the 2024/25 financial year’s second tranche, each SACCO has received an additional UGX 50 million. The breakdown is as follows: Mukono District: UGX 4.4 billion (88 SACCOs); Kayunga District: UGX 3.55 billion (71 SACCOs); Buvuma District: UGX 1.9 billion (38 SACCOs); Buikwe District: UGX 1.55 billion (31 SACCOs); Lugazi Municipality: UGX 1 billion (20 SACCOs); Njeru Municipality: UGX 800 million (16 SACCOs) and Mukono Municipality: UGX 450 million (9 SACCOs).

The event was also attended by several key government officials, including the NRM Vice Chairperson for Buganda Region, Hon. Godfrey Kiwanda Suubi; the Minister of State for Micro-Finance, Hon. Haruna Kasolo; and the PDM National Coordinator, Hon. Sozzi Galabuzi, among others.
