President Yoweri Kaguta Museveni has directed the Uganda Police to implement a new policing model that deploys 18 officers per sub-county, each equipped with a motorcycle and sniffer dogs, to enhance rural security and improve rapid response to crime.

Speaking on May 20, 2025, as he began his Parish Development Model (PDM) assessment tour in the Greater Luwero sub-region—covering Luwero, Nakasongola, and Nakaseke—the President said the new system is key to ending rural theft, which he called “a nuisance.”

“The things to stop it are there, but they are not used. The police must mobilise and sensitise the people to handle crime scenes,” Museveni said, emphasising the need for a proactive, decentralised approach, backed by surveillance systems and communication networks.

As part of the ongoing national tour to monitor the progress of the PDM, the President visited several beneficiaries, including Hajjat Mariam Bayega of Sekamuli parish in Luwero District. Impressed by her chicken, dairy, and crop farming projects, Museveni donated Shs 12 million to buy cows, a double-cabin vehicle for transport, and committed to installing a solar-powered irrigation system.

“I want her to begin irrigation. We will see the benefits,” he noted during the visit.

He also awarded Shs 1 million each to 10 local PDM beneficiaries and donated Shs 5 million for the renovation of the village mosque and another Shs 5 million to the Anglican bishop of Luwero.

In Wobulenzi, President Museveni visited Ms. Nakayenga Damalie, a poultry farmer with over 400 chickens and five pigs, funded through PDM. He boosted her efforts with a donation of Shs 30 million—Shs 20 million for expanding her project and Shs 10 million to improve farm structures.

Ms. Nakayenga praised the PDM’s affordable financing, particularly its 6% annual interest rate, saying it has helped revive grassroots economic activity.

By May 6, 2025, a total of Shs 61.7 billion had been disbursed to 240 PDM SACCOs in the three districts, with Luwero receiving Shs 26 billion, Nakaseke Shs 18.2 billion, and Nakasongola Shs 17.5 billion.

With a population of over 1 million across 241 parishes and 1,428 villages, the Greater Luwero region is a focal point for the government’s strategy to transition citizens into the money economy through wealth creation.

In response to complaints about vendors operating in wetland areas, the President ordered the relocation of the Kikoma roadside market in Wobulenzi Town Council. He pledged to purchase land for the new site and assigned NRM Deputy Secretary General Rose Namayanja to supervise the process.

President Museveni reiterated that while development is a government responsibility, wealth creation requires individual effort. His tour reaffirms the NRM government’s commitment to empowering rural communities through security, infrastructure, and economic support.
