Parliament on Tuesday passed the controversial Excise Duty Amendment (No.2) Bill, 2018 which provides for the amendment of the Mobile Money tax of 1% on all transactions to 0.5% on withdraws.
The Bill was tabled by government through the Minister of Finance, Planning and Economic Development, David Bahati in July. It followed implementation of a 1% tax on Mobile Money transactions (sending, receiving and withdraw) which was strongly opposed by the public, politicians and traders involved the Mobile Money business.
Government later subdued to the pressures and Cabinet directed that the 1% tax be revised downwards to 0.5% and that the levy be placed only on withdraws. It is these reforms that led to crafting of a new Bill which was passes today.
In the ruling NRM itself, many MPs were last week on Thursday hellbent on voting to have the tax repealed all together. President Yoweri Museveni would later summon the NRM caucus (yesterday) in what appeared to have been an attempt to get them back in line.
Museveni believes that the tax will boost domestic revenue and that it will check the telecom companies which have for many years, according to him, under declared their revenue.
On Tuesday, after almost an hour of the voting exercise, a total of 288 votes were cast with 124 voting for the removal of the tax while 164 voted against it.
