Businessman and Honorary Consul of Vietnam to Uganda, King Augustus Ceasor Mulenga, has officially been nominated to contest for the position of Chairperson of the Entrepreneurs League in the National Resistance Movement (NRM) Central Executive Committee (CEC).
His nomination took place on Friday, July 4, 2025, at the NRM Electoral Commission headquarters in Kampala, where it was overseen by Dr. Tanga Odoi, the commission chairperson.
Speaking to journalists after the nomination, Mulenga said his decision to run was rooted in deep consultations with entrepreneurs across Uganda. He said the overwhelming feedback was that past leaders had underperformed.

“Those who were elected before have been sleeping on the job,” he remarked. “Entrepreneurs feel underrepresented and underserved. We must now focus on delivery and results.”
Mulenga pledged to champion affordable credit through the establishment of six regional SACCOs, which he described as proto-development banks to support small and medium-sized businesses with low-interest loans. He also promised to push for stronger representation of entrepreneurs from the grassroots level up to Parliament.
He plans to run workshops to help entrepreneurs better understand taxation and remain compliant with Uganda Revenue Authority guidelines. “Tax education is key,” he said. “We will empower entrepreneurs to maintain proper records and benefit from formal inclusion.”

His campaign strategy includes a three-tier approach: implementing initiatives through his personal leadership, leveraging the strength of the Entrepreneurs League, and partnering with government structures to drive broader policy reforms.
Mulenga also emphasised entrepreneurship as central to Uganda’s industrialisation and job creation agenda. “We as entrepreneurs are going to create jobs,” he said, noting that regional industrialization efforts would be a priority under his leadership.
In addition to his political ambitions, Mulenga has a track record in business, philanthropy, and diplomacy. He is the founder and chancellor of King Ceasor University (KCU) in Kampala, known for its STEM-oriented curriculum and multinational student body. He also heads the Ceasor Development Kingdom (CDK), an initiative that provides scholarships, micro-loans, and livestock to vulnerable communities.

Born in Kisoro District in 1967, Mulenga began his entrepreneurial journey as a young trader. He holds a diploma in business studies and a bachelor’s degree in commerce. His investments span telecom (i-tel Uganda and Gemtel South Sudan), real estate, tourism, microfinance, and media.
In 2017, he was appointed as Uganda’s Honorary Consul to Vietnam, working to attract Vietnamese investment in sectors such as agriculture, health, and education. His broader vision emphasizes economic diplomacy, innovation-driven education, and an African renaissance rooted in self-reliance and industrial development.
Mulenga’s political roots trace back to his early involvement with the Uganda Patriotic Movement in the 1980s. He remains a vocal supporter of the NRM and believes that political participation is essential for sustainable business growth in Uganda.

With this nomination, King Ceasor Mulenga now joins a growing list of contenders seeking to reshape the NRM’s approach to entrepreneurship and economic empowerment.
