KAMPALA — The Chief Justice of Uganda, Justice Dr Flavian Zeija, has officially reappointed Hon. Justice Stephen Musota (JSC) as the Chief Inspector of Courts for a second three-year term.

The reappointment, effective January 25, 2026, was announced in a news release today, March 9, 2026. The move underscores the Judiciary’s commitment to internal oversight and the maintenance of high professional standards within the justice system.

A Vote of Confidence

In a statement detailing the decision, the Judiciary noted that the renewal of Justice Musota’s mandate is a direct result of his performance since his initial appointment in January 2023.

“His continued service reflects confidence in his leadership and stewardship of the Inspectorate of Courts during his previous tenure,” the Judiciary stated in the release.

Under the Administration of the Judiciary Act, 2020, the Chief Inspector of Courts is tasked with a critical oversight role. This includes monitoring the performance of judicial officers, investigating public complaints, and ensuring that court facilities across the country meet the required standards for service delivery.

Promoting Accountability

Justice Musota, who also serves as a Justice of the Supreme Court of Uganda, has been a vocal advocate for judicial integrity. In recent weeks, he has toured various court circuits, warning judicial officers against “predictability” and urging them to remain beyond reproach to protect the “temple of justice.”

The Inspectorate of Courts is viewed as a “pivotal” organ in the Judiciary’s reform agenda. By reappointing a seasoned jurist like Musota, the Chief Justice aims to: strengthen judicial accountability and discipline, enhance transparency in court operations and drive efficiency to reduce case backlogs across all court levels.

Legal Framework

The reappointment was made pursuant to Article 133(1)(b) of the Constitution of the Republic of Uganda and Section 8 of the Administration of the Judiciary Act. This legal framework empowers the Chief Justice to ensure that the courts remain responsive to the needs of the public.

Through the Inspectorate, the Judiciary continues to advance reforms aimed at creating a more accessible and trustworthy legal system for all Ugandans.
