The Permanent Secretary and Secretary to the Treasury (PSST), Ramathan Ggoobi, has directed all Accounting Officers to convene quarterly Finance Committee meetings as part of measures to strengthen transparency, accountability, and discipline in public financial management.
The directive is contained in the recent Budget Execution Circular (BEC), which requires the meetings to be held immediately after the issuance of quarterly expenditure limits.
According to the circular, the meetings are intended to ensure that departments collectively agree on quarterly funding priorities and the allocation of resources to respective cost centres before warrants are processed.
In a move to reinforce compliance, Accounting Officers are now required to submit signed minutes of the Finance Committee meetings together with hard-copy warrants to the Ministry of Finance, Planning and Economic Development by the end of the third week of the first month of every quarter.
The Ministry says the requirement is designed to improve planning, enhance accountability in budget execution, and ensure that expenditure decisions are collectively agreed upon before funds are released.
