FDC Want Kayihura Tried by Independent Panel of Judges Not ‘What Museveni Wants’

Forum for Democratic Change (FDC) have called upon government to allow the High Court appoint a panel of judges to try the former Inspector General of Police (IGP), Gen Kale Kayihura as well as his accomplices.

The party spokesperson, Ibrahim Semujju Nganda told reporters on Monday at the party headquarters that Kayihura should be tried before a competent civil court other than the Court martial.

“The High Court must be allowed to appoint a panel of three judges to try Kayihura and all the accomplices of the crimes committed under his reign,” Nganda said.

Nganda who doubles as Kira Municipality MP said that the panel should as well be given space to try Kayihura on the liable charges and not what President Museveni wants.

He said; “Kayihura’s 13 years need to be investigated so he can be charged with the crimes that he committed and not the ones that Museveni wants him to be charged with.”

In addition, he recommended that government sets up a judicial commission of inquiry to probe the 13 years of Gen Kale Kayihura’s reign as the Inspector General of Police (IGP) in order to unveil all the crimes that he committed while in office.

There is a lot that the country needs to understand given the suffering that Ugandans went through during Kayihura’s reign, he added.

He said that as soon as Kayihura was appointed IGP in 2005, people began to be shot on the streets following the arrest of Dr Kiiza Besigye and since that time, there has been a lot of killings.

“Kayihura criminalized politics and whoever opposed NRM was rendered a suspect; we suffered a lot from Kayihura’s police, he turned our own houses into prisons, rallies were barred,” Semujju Nganda noted.

He however noted that President Museveni should take responsibility for Kayihura’s criminality as he (Museveni) “always praised Kayihura as a good cadre”.
