Dr Patricia Litho has been appointed as the Assistant Commissioner for Communication and Information Management at the Ministry of Energy and Mineral Development.
The decision, following a thorough selection process, positions Litho as a pivotal figure in steering the ministry’s communication strategies in the face of opportunities and challenges in the energy sector.
Litho’s academic background underscores her proficiency in the realm of communication.
With a Ph.D. in Innovation and Cultural Studies from the University of East London, a Master of Arts in Communications from Schiller International University, and a Bachelor of Arts from Makerere University, she brings a nuanced understanding of the intricate dynamics of communication to her new role.
Her extensive professional journey, notably as the Principal Communications Officer at the Rural Electricity Agency, underscores her practical expertise in navigating the complexities of communication in the public sector.
During her tenure, Litho earned accolades for her adept management of communication crises and her ability to effectively disseminate the agency’s messages to diverse stakeholders.

Dr. Patricia Litho has over 24 years of experience in the field of Media and Communication with a particular passion for gender issues in the media, Information Communication Technologies and Womens Economic Empowerment.
Currently, Patricia is the Board Chair for Uganda Media Womens Association (UMWA) which also owns Mama FM Radio; and a Board Director at the Vision Group.
Patricia has a leg in academia and media consultancy as a trainer and researcher and has taught at the Department of Journalism and Communication of Makerere University, University of East London, UK, and Cavendish University Uganda amongst other media training institutions.
She has been a Team leader of several Projects, offering her strategic communications expertise in stakeholder engagement for the infrastructure sector in Uganda, especially the energy and road sectors.
She also has expertise in Media research, gender and conflict management.
Some of the notable organisations she has served include the Ministry of Energy and Mineral Development, The Rural Electrification Agency, The Ministry of ICT and National Guidance and the Uganda Broadcasting Council (when it was Radio Uganda) and the National Council for Science and Technology (UNCST).
