Kampala Lord Mayor Ronald Nsubuga Balimwezo has unveiled his new City Executive Committee [CEC], with women securing the majority of top positions.
At the helm as Deputy Lord Mayor and Secretary for Administration and Human Resources is Faridah Nakabugo, councillor for Lubaga II.
Shamim Nambasa, councillor for Kawempe II, takes charge of the Finance docket as Secretary for Finance. She will oversee the city’s budgeting, revenue planning, and fiscal management.
Dr Judith Nalukwago, representing Makindye III, has been appointed Secretary for Social Services. Her portfolio covers health, education, and community welfare programmes.
Godfrey Luyombya of Nakawa II will serve as Secretary for Civil Works and Physical Planning, responsible for infrastructure development, urban planning, and city works.
The CEC is established under the Kampala Capital City Authority Act, 2019, and functions as the political and executive arm of the city.
Its mandate includes initiating policies, overseeing the implementation of council decisions, and supervising service delivery across Kampala. The committee also prepares and presents the annual city budget, supports the Lord Mayor in executing his duties, and formulates development strategies for the capital.
In addition, the CEC monitors sector performance and ensures that council resolutions are implemented by the authority’s technical and administrative teams.
