The Minister of the Presidency, Hon. Milly Babalanda, has formally inaugurated the Uganda Printing and Publishing Corporation (UPPC) Five-Year Strategic Plan (2023-2028).

The five-year Strategic Plan was launched Thursday at Esella Country Hotel in Kira Town under the theme: “Enhancing Value Through Improved Corporate Governance, Customer Excellence and Efficient Business Processes”.

According to Babalanda, the entire process has been a valuable learning experience for the staff and management at UPPC.

“I encourage you to make optimal use of the existing equipment. UPPC is poised to bring about a significant transformation in the printing and publishing industry in Uganda. I urge the exceptional board to consider extending their support and dedicating more time to support the Managing Director,” she said.

She added: “I have optimism that UPPC is heading in the right direction, and we can only anticipate the outcomes. I am privileged to unveil the Strategic Plan, which is not just a roadmap but a dynamic vision.”

According to the Minister, this Strategic Plan positions UPPC as a driving force for economic development. She said the enduring longevity of UPPC stands as a testament to its resilience.

In his speech, UPPC Managing Director, Prof Sudi Nangoli, said the strategic plan is in line with the priorities of the government of Uganda, the National Development Plan and the NRM manifesto.

“As we navigate an increasingly digital business environment, we commit to digitizing over 80 percent of our products as you will see in our Strategic Plan,” he stated.

“We are looking at venturing into partnerships to extend the frontiers of printing to remain competitive. We are considering an overhaul of our machinery.”

He said the UPPC Strategic Plan is instrumental in enabling the company to fulfil its mission.

“We are also focusing on talent recruitment and retention, with plans to provide training for the entire sector if necessary. We shall focus on enhancing corporate governance, customer service excellence and efficient business processes to serve our customers better. It is with a deep sense of privilege that I address you today, as we unveil a fresh strategic plan.”

According to Prof Nangoli, this accomplishment stands as a reflection of the combined dedication of his team.

“This strategic plan will steer our direction over the next five years. We are dedicated to providing high-quality and secure printing services. To ensure the successful realization of our objectives, we have adopted the balanced scorecard model and will implement internal monitoring and evaluation processes.”

Speaking on the same occasion, UPPC Board Chairman, Joachim Buwembo, said they will have Quality Control running all through the management functions in line with this Strategic Plan.

“With the Manager of Quality Control being the defacto Deputy M.D in the new structure, we shall improve. The management structure is complete so expect to see less of the board members active,” he remarked.

“Every one of us, from the board members to the staff, will be evaluated based on the effectiveness of our execution of the Strategic Plan. It is imperative that we guarantee a 99% implementation of this plan. We haven’t chosen the easy route to achieve our goal, it is not going to be easy but there is no retreat. At the end of the five years, UPPC and USPC (Uganda Security Printing Company) will be up there.”

UPPC Public and Corporate Affairs Manager, Rebecca Nyakairu, said the aim is to reach the pinnacle of the industry by consistently delivering top-notch, secure printing solutions.

“We aspire to be synonymous with quality and security in our field, which will, in turn, enhance our financial performance by enabling us to offer superior services. We are embarking on a journey of digital transformation, with the goal of digitizing the Gazette.”

UPPC Printing Manager, Joseph Kirabo, on the other hand, said the UPPC printing school played a significant role in training workers for the printing industry.

“Now, UPPC is once again offering internship training through collaborative partnerships and Kyambogo University is ready to embrace this opportunity,” he said.
