The Inspectorate of Government has Wednesday, afternoon, arrested David Livingstone Ebiru the suspended Executive Director for the Uganda National Bureau of Standards, (UNBS).

The IGG noted that Ebiru will later be arraigned in the Anti-Corruption Court.

The development comes on the backdrop of an investigation in the misuse of public funds and corruption at UNBS by the Committee on Public Accounts – Commissions, Statutory Authorities and State Enterprises (COSASE).

Ebiru has since been sent on a six month forced leave, is battling cases of misappropriation of funds, misconduct, and abuse of office.

He is accused of masterminding expenditure of Shs 12.5 billion without approval from the Ministry of Finance and Parliament, following the Auditor General’s Report for the fiscal year 2021/2022 on the financial statements of UNBS.

Earlier, the Deputy Inspector General of Government, Anne Twinomugisah Muhairwe, had issued an immediate arrest warrant against Ebiru.

In a July, 21, 2023 warrant, Muhairwe ordered police officers to effect the arrest of Ebiru to answer allegations related to corruption.

“Whereas Mr.Ebiru was ordered to appear before the Inspectorate of Government at July, 21, 2023 at 2pm and subsequent days to testify what he knew and or to furnish information in relations to an ongoing inquiry, he has not appeared according to the summon issued in that regard and has not furnished any evidence for his failure to respond to the summons,” Muhairwe noted in the arrest warrant.

He has since been replaced by Mr. Daniel Richard Makayi Nangalama as the Acting Executive Director.

Nangalama has been serving at the Bureau as the Deputy Executive Director in charge of Management and Financial Services.
