President Museveni has assented to six bills recently passed by Parliament in fulfilment of Article 91(3)(a) of the Constitution of the Republic of Uganda.
The six bills are now Acts of Parliament.
They are; The Appropriation Act, 2023, The Value Added Tax (Amendment) Act, 2023, The Lotteries and Gaming (Amendment) Act, 2023, The Traffic and Road Safety (Amendment) (No.2) Act, 2023, The Convention on Mutual Administrative Assistance in Tax Matters (Implementation) Act, 2023 and The Supplementary Appropriation Act, 2023.
“I thank H.E @KagutaMuseveni for fulfilling his constitutional obligation and all Honourable Members of the House for their input and Commitment to serving the Country,” said Speaker, Anita Among, in a tweet.
The object of the Appropriation Act is to apply a sum of Shs30, 263,705,886,000 to meet the expenditure for the year ending 30 June 2024 and to appropriate the supplies granted.
The Supplementary Appropriation Act of 2023 is to make supplementary appropriation out of the Consolidated Fund under Article 156(3) of the Constitution and Section 25 of the Public Finance Management Act, 2015 of a sum of Shs4,416,786,490,000 to meet the additional expenditure for the first, second, third and fourth quarters of the financial year 2021/2022.
The Convention on Mutual Administrative Assistance in Tax Matters (Implementation) Act, 2023 gives the force of law in Uganda to the Convention on Mutual Administrative Assistance in Tax Matters; the Multilateral Competent Authority Agreement on Automatic Exchange of Financial Account Information and the Standard for Automatic Exchange of Financial Account Information in tax matters.
The Lotteries and Gaming (Amendment) Act, 2023 amends the Lotteries and Gaming Act. 2016, to revise the gaming tax rate from 20% to 30% percent for gaming activity.
The Traffic and Road Safety Act,1998(Amendment) Bill, 2023 amends the Traffic and Road Safety Act, Cap. 361 to provide for a speed limit in the Act; to repel section 52 of the Roads Act, 2019; and to amend the Fourth Schedule to the principal Act to clarify the environmental levy for motor vehicles which are nine years or more.
