The State Minister for Labour, Employment and Industrial Relations, Col (rtd) Charles Okello Engola has been shot dead at his home in Kyanja, a Kampala suburb.
Eyewitnesses say a soldier reportedly screaming over non-payment opened fire and started shooting aimlessly at anyone and anything in Kyanja near the police station.
The soldier is reported to have immediately moved to a saloon where he ended his life.
Over 20 bullets have reportedly been fired. Several armed security officers have responded.
