Parliament Approves Alice Kaboyo's Ministerial Appointment

Alice Kaboyo’s ppointment as Minister of State in the Office of the Prime Minister for Luwero Triangle and Rwenzori Region has been approved by Parliament’s Appointments Committee.

Last month, the committee chaired by Deputy Speaker Anita Among turned her appointment down citing corruption issues. However, in a twist of events, the committee has now approved her appointment. A source in Parliament told this news website that it has been more than 10 years since Kaboyo was convicted of corruption.

The Anti- Corruption Act prohibits someone to serve in a public office for a period of 10 years upon conviction.

Sources in the committee said Kaboyo’s appointment had been rejected on the basis of her conviction by the Anti-corruption Court in June 2012 after she pleaded guilty to misuse of funds for the Global Alliance for Vaccines and Immunisation (GAVI). She had been accused with former health Ministers Jim Muhwezi, Mike Mukula and Dr Alex Kamugisha.

Kaboyo who is a former State House aide for youth affairs pleaded guilty to abuse of office and writing documents in the name of the former Private Principal Presidential Secretary, Ms Amelia Kyambadde.

She was sentenced to a fine of UgShs 20 million or eight years in prison but she paid the UgShs 20 million.

Ms Kaboyo who was accused with former Minister of Health; Jim Muhwezi, state Ministers Mike Mukula and Dr Alex Kamugisha, was sentenced to a fine of Shs20 million or serve eight years in prison. She paid the Shs20 million fine.

“This seemingly light sentence is justified because A4 now a convict has not wasted court’s time. In the case of default to pay the said sum, the convict will serve the sentences concurrently,” said the judge.
