NSSF, Amos Nzeyi Agree on Settlement to End 18-Year Temangalo Land Dispute

Business mogul Amos Nzeyi and the National Social Security Fund (NSSF) herein referred to as the Fund, have agreed on a settlement to end an 18-year dispute over 55 acres of land in Temangalo, Wakiso District.

Under the proposal, Nzeyi will hand over 10 acres to the Fund and pay it for the remaining 45 acres, with the value of the land to be determined by the Government Chief Valuer and an independent private valuer.

This was after Nzeyi offered to buy back the disputed portion of the Temangalo land from NSSF which has his home and farm in order to permanently resolve the 18-year standoff.

At the centre of the land dispute is 45 acres of the 463 acres of the land NSSF bought from Nzeyi and ARMA Limited in 2008 at Shs11 billion.

However, Nzeyi revealed to Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), that he had lost all the Shs 11 billion NSSF paid him for the Temangalo land. He noted that he had invested it in National Bank of Commerce, but sadly, the bank was closed, and he lost all the money.

The family invested shs 11bn in the Bank, a further Shs 3bn and USD 3million, only for Bank of Uganda to close the Bank.

The closure of the National Bank of Commerce, just as Greenland Bank, raises concerns about the Central Bank’s regulation of indegenous-owned banks vis a vis foreign owned ones.

Settlement of the Temangalo Land Dispute

The agreement between Amos Nzeyi and NSSF over the Temangalo land was announced on Monday, 24 August 2026, when NSSF officials led by Managing Director Patrick Ayota, alongside Nzeyi and his three lawyers, appeared before COSASE to explain the long-running dispute.

Ayota told the committee that the proposed settlement followed an engagement between NSSF and Nzeyi earlier in the day.

“We have had an engagement this morning and we have agreed. Out of the 55 acres, Mzee Nzeyi will hand over 10 acres to NSSF and he will pay for the 45 acres at a value that will be determined by the Government Chief Valuer and private valuer” Ayota told the committee.

Nzeyi, who travelled from Munich to attend the proceedings, pushed back against inaccurate media reports over the dispute, saying protecting his name and reputation was very important to him.

“I have been reading a lot of blackmail in the media. My name has been tainted and I haven’t been treated fairly. That is why I had to travel all the way from Munich to come and clear my name,” Nzeyi said.

He also told the committee that he had invested heavily in Uganda and had created jobs, pointing to the bottled water he manufactures as an example.

“I have invested a lot in this country. I have created jobs. Even this water you are drinking here, I manufacture it. I partner with reputable international bodies and I’m tired of this Temangalo issue and tarnishing my name,” he said.

Amos Nzeyi’s position on Temangalo Land

During the meeting with COSASE, Nzeyi, through his lawyer Peter Kabatsi, set out his position on the Temangalo land.

Kabatsi told the Committee that Nzeyi had about 570 acres at Temangalo and that NSSF, after purchasing 463.87 acres, had been given the titles and allowed to identify the land it wanted from the larger estate.

According to Kabatsi, the understanding was that part of the land around Nzeyi’s country home, about 54 acres, would be left out.

“In the process of NSSF identifying the pieces they wanted, they were basically cherry-picking on the land.”

Nzeyi’s position was that the dispute was not over whether NSSF bought 463.87 acres, but whether the Fund could claim part of the portion that the Memorandum of Understanding was meant to exclude.
