Police Issue Traffic Advisory Ahead of Museveni’s Swearing-In Ceremony

The Uganda Police Force has announced extensive traffic and security measures ahead of the swearing-in ceremony of President Yoweri Kaguta Museveni scheduled for Tuesday, May 12, 2026, at Kololo Ceremonial Grounds.

In a public advisory issued on Friday, police said comprehensive security and traffic management plans had been finalised in coordination with sister security agencies to ensure the safe and orderly conduct of the national event.

“We have conducted extensive threat assessments and are operating at a heightened state of readiness,” the police statement read. “Tactical response teams, rapid intervention units, and static security personnel will be deployed across Kampala and along all key routes.”

Police said invited guests will access Kololo Ceremonial Grounds via John Babiha Road, commonly known as Acacia Avenue, through Elgon Terrace at Heroes Corner Gate, as indicated on invitation cards and accreditation passes.

“The specific access routes for VIPs, VVIPs, and other invited categories will be communicated through the relevant invitation and accreditation channels,” stated police spokesperson ACP Kituuma Rusoke. “Guests are urged to strictly adhere to the provided instructions.”

Authorities warned that several roads around Kololo will have restricted access and will only be open to vehicles with valid accreditation stickers, invitation cards, or special clearance.

Among the routes expected to face restrictions are Ssezibwa Road, the Golf Course traffic lights junction, and the stretch of Acacia Avenue leading to Kololo Ceremonial Grounds.

Police also outlined designated routes for dignitaries arriving from Entebbe International Airport and the Munyonyo area.

According to the advisory, official convoys from Entebbe International Airport will use the Entebbe Express Highway, Northern Bypass, Yusuf Lule Road, and proceed to Kololo Ceremonial Grounds.

Motorists from Munyonyo Spur will similarly access the venue through the Northern Bypass and Yusuf Lule Road.

Traffic police further announced restrictions at several access points around Kololo.

“At Wampewo Roundabout, vehicles will not be allowed to join Wampewo Avenue,” said Rusoke. “Motorists will instead be diverted to Jinja Road to access UMI parking and Phaneroo Grounds.”

Only VVIP vehicles with red accreditation stickers will be permitted through the Golf Course and Fairway Hotel traffic lights towards Acacia Avenue.

At Katikati Junction, members of the general public will be redirected to Lugogo traffic lights on Jinja Road, while motorists approaching from Old Kira Road and Mawanda Road will be diverted at City Oil on Acacia Road towards Mulago traffic lights.

Police also released designated parking arrangements for invited guests and the public.

VVIP guests will park through Elgon Terrace at Heroes Corner within Kololo Ceremonial Grounds, while members of the general public will use parking areas at City High School, Uganda Management Institute, Millennium Grounds, and Phaneroo Grounds.

Members of Parliament will park at Parliament, while members of the ruling National Resistance Movement Secretariat will use the NRM Kyadondo offices.

Police clarified that the Entebbe Express Highway and Northern Bypass will remain open to the general public, although temporary diversions may be implemented at several junctions, including Mpala, Kisubi, Kajjansi Flyover, Serena-Kigo, Mutungo-Kitiko, Busabala traffic lights, and Munyonyo Roundabout.

The force warned motorists against unauthorised parking along designated routes.

“Parking outside authorised areas is strictly forbidden, and any vehicles found in violation will be towed to the nearest police station at the owner’s expense,” Rusoke cautioned.

Motorists were also urged to avoid reckless driving and comply with all temporary traffic directives issued by officers on duty.

“The public is strongly encouraged to remain calm, law-abiding, and cooperative as the country marks this important national occasion.”
