Busoga Parliamentary Caucus have recommended for the censure of the State Minister for Lands Princess Persis Namuganza to be passed in Parliament.
This is among the many recommendations the caucus has forwarded to the Parliament Committee on Rules and Privileges that on Tuesday kick started inquiries into the row between the Speaker of Parliament, Rebecca Kadaga and Minister Persis Namuganza.
The inquiries follow a directive by the Deputy Speaker, Jacob Oulanya to the committee chaired by the Kalaki county MP, Clement Obote Ongalo in light of the fued between the two legislators from Busoga.
It is alleged that Namuganza at one social function in her constituency uttered words that incited the public to attack, cause injury and also threatened to cause death to the Speaker of Parliament Kadaga. Manuganza criticized Kadaga for officiating at a cultural function that enthroned a chief in Namuganza’s constituency without her (Namuganza) knowledge.
During today’s interface with the committee, the legal counsel to the Busoga caucus who doubles as Bukooli North MP, Gaster Mugoya together with other caucus MPs described Namuganza as an unruly human being who can no longer be managed by the Busoga caucus as an institution.
Mugoya explained that Namuganza’s conduct does not suit somebody holding the office of a Minister, hence he asking the Rules Committee to cause a motion to censure her. He further proposed that the appointments committee starts orientation programs on public communication and administration to appointed Ministers.
“I reiterate my earlier submissions that you recommend for the commencement of criminal proceedings against Namuganza, cause a censure motion against her under article 118 of the Constitution as well as recommending that whoever intends to serve as a Minister to be subjected not only to oral interviews but also written,” Mugoya said.
Meanwhile, the committee has summoned the accused Minister (Namuganza) to respond to a number of queries and explain who provided the tight security that she has been accorded ever since the matters in question araise
The Vice Chairman of the committee, Abbas Agaba explained that the committee will as well meet Speaker Kadaga over the same matter at a given time.
