All eyes will turn to the Kololo Ceremonial Grounds on Thursday, June 5, 2025, as President Yoweri Kaguta Museveni delivers his annual State of the Nation Address, marking the official opening of the 5th Session of the 11th Parliament of Uganda.

The highly anticipated address, scheduled to begin at 2:00 p.m., will be attended by Members of Parliament, Cabinet Ministers, Judiciary officials, and other dignitaries.

Transport arrangements are set to commence from 10:00 a.m. at Parliament’s South Wing Ground Floor Parking, according to a formal notice issued by Adolf Mwesige Kasaija, the Clerk to Parliament.

According to the Parliament’s Notice of Sitting, the 35th Sitting of the 3rd Meeting of the 4th Session was officially prorogued on 29th May 2025 by the Rt. Hon. Speaker, Anita Among, paving the way for Thursday’s landmark national address. The prorogation signifies the end of one session of Parliament and the beginning of another.

Expectations for the Address

President Museveni is expected to outline the government’s policy direction and legislative agenda for the new session, providing updates on achievements, ongoing projects, and priority areas under his administration’s National Development Plan III.

There is also heightened anticipation around the President’s remarks on: the oil and gas sector, particularly ahead of Uganda’s first oil production, the status of EAC integration, government efforts to promote commercial agriculture and agro-industrialisation and measures to enhance public accountability and anti-corruption efforts, among others.

Security and Protocol

Security has been beefed up ahead of the event, with protocols in place to manage the large attendance at Kololo. The event will be broadcast live on UBC TV and Radio and streamed on the Parliament of Uganda and State House social media platforms.

The State of the Nation Address is a constitutional requirement under Article 101 (1) of the 1995 Constitution of Uganda, mandating the President to address the nation at the start of each parliamentary session.
