The Finance Ministry on Thursday held a farewell luncheon in honour of the retired Acting Director of Budget, Ishmael Mweru Magona.

Magona attained mandatory retirement from public service on 3rd November 2024 and immediately handed over the office of the Director of Budget as guided by the Uganda Public Service Standing Orders, 2021.

Officiating at the luncheon, State Minister for General Duties, Henry Musasizi, on behalf of the Political Leadership of the Finance Ministry, appreciated Magona’s dedication to the service of the country.

“Throughout his illustrious career, Magona demonstrated excellent knowledge of the government policymaking process and budget reforms, budgeting procedures and practices, planning and expenditure management,” said the Minister, adding that he has been a team leader and mentor to many staff over the years.

The Permanent Secretary of the Ministry of Finance, Planning and Economic Development and Secretary to Treasury, Ramathan Ggoobi, said Magona was very instrumental in driving the achievement of his agenda of repurposing the budget, adding that he was also one of the people who spearheaded major reforms in planning, budgeting and decentralisation of frontline services to the people of Uganda.

“While soft-spoken, Magona was very candid in giving me advice and exhibited a high level of professionalism,” noted Ggoobi.  

On his part, Magona said his passion for work kept him going until the time of retirement. He urged the Ministry to continue building the capacity of the staff.

“Mentorship, training and teamwork are very critical for success,” said Magona.

The luncheon was also attended by Hajj Yunus Kakande, the Secretary Office of the President, Budget Transparency Initiative Partners, Magona’s family and friends and Staff of the Ministry.

Magona was one of the contributors to a book titled “Uganda’s Economic Reforms” which provides insights on the sector-wide approach and sector working groups.

His legacy in revolutionizing budget practices and contributions will continue to benefit not only the ministry but also the broader public sector.
