Uganda Police Force to Recruit 10,000 New Constables Ahead of 2026 Elections

The Uganda Police Force (UPF) have requested Shs157 billion in the 2025/2026 financial year budget to recruit 10,000 probation police constables (PPCs) in preparation for the 2026 general elections. This move aims to maintain law and order during the electoral period.

The Under Secretary Uganda Police Force, Aggrey Wunyi expressed concerns about the funding shortfall, emphasizing the need for adequate resources to ensure effective policing.

“The proposed allocation of Shs58 billion falls short of the required amount by Shs99 billion, which may compromise peace and security during elections,” he said.

The Inspector General of Police Abbas Byakagaba attributed the budget shortfalls to inadequate funding from other programs, highlighting the need for support from other National Development Plan IV programs.

Minister for Internal Affairs Gen. Kahinda Otafiire commended the police force for reducing crime rates, citing a drop from 228,074 cases in 2023 to 218,715 in 2024. He assured that with expanded CCTV surveillance and sub-county policing, criminality will be contained.

The Committee on Defence and Internal Affairs emphasized the importance of adequate funding for the police, particularly in the lead-up to the elections.
