Bule, DRC – The Uganda Peoples’ Defence Forces (UPDF) is considering a strategic withdrawal of its troops from Lubero town in the eastern Democratic Republic of Congo (DRC), as the military recalibrates its focus toward North Kivu and Ituri provinces in pursuit of fleeing Allied Democratic Forces (ADF) remnants.

According to Acting Defence Spokesperson Col Chris Magezi, discussions are underway among UPDF and FARDC (Armed Forces of the Democratic Republic of the Congo) commanders to adapt to the shifting operational dynamics.

The decision, yet to be finalised, comes amid sustained pressure on ADF militants, who are reportedly on the run due to ongoing joint military operations. “The UPDF, early this year, deployed blocking forces in Bunia, Mahagi, and Fataki in Ituri, but the huge operational area will require additional forces to be dominated effectively,” said Col Magezi.

Earlier this year, UPDF deployed blocking units to Bunia, Mahagi, and Fataki in Ituri province. However, the vast and rugged terrain continues to pose operational challenges, with security experts suggesting that additional forces will be necessary to dominate and secure these areas effectively.

In a symbolic display of support, enthusiastic crowds in Bule town—11 kilometres south of Fataki—gathered to warmly receive UPDF troops today. The town, previously plagued by attacks from the militia group CODECO, has experienced relative calm since the deployment of Ugandan forces.

“It is one of the areas where CODECO was massacring people. Indeed, the UPDF serves God and His people!”

The rapturous welcome in Bule highlights the stark contrast between the UPDF’s relationship with civilians and that of other armed actors operating in eastern DRC. Locals have often expressed disillusionment with ineffective UN missions, warlords, and fragmented local governance.

It is a sharp contrast to other elements operating in the region: the UN, the illegitimate governments, warlords or rogue commanders and governors,” noted Col Magezi.

The ongoing Operation Shujaa, launched in November 2021, aims to neutralise the ADF, a rebel group accused of perpetrating atrocities in both Uganda and the DRC. The military initiative has seen several successful strikes, the dismantling of key ADF camps, and the recovery of weapons and logistical supplies.
