Hon. John Mulimba, Minister of State for Foreign Affairs (Regional Affairs), met with H.E. Mr. Xue Bing, Special Envoy for Horn of Africa Affairs at the Ministry of Foreign Affairs of the People’s Republic of China, on June 17, 2025.
The meeting focused on preparations for the upcoming Third Horn of Africa Peace Conference, which is scheduled to take place in Kampala at the end of July 2025.
During their discussions, both parties reaffirmed their shared commitment to regional peace, security, and sustainable development. They underscored the importance of inclusive dialogue, enhanced regional cooperation, and political stability as critical foundations for progress in the Horn of Africa.

H.E. Xue Bing commended Uganda’s leadership in promoting peace and stability in the region and praised the strong and growing ties between Uganda and China. He expressed confidence that the forthcoming Peace Conference would yield concrete outcomes for the benefit of the entire Horn of Africa.
Hon. Mulimba, in turn, appreciated China’s continued support for Uganda’s national development priorities, particularly in the areas of the digital economy, agricultural value addition and agro-processing, infrastructure development, and industrial manufacturing.
The two leaders also explored avenues to deepen cooperation under the Beijing Implementation Framework, highlighting Uganda’s significant role in China-Africa engagement this year.

They exchanged views on current regional challenges and opportunities for multilateral cooperation, emphasising the importance of sustained dialogue and coordinated responses to emerging threats to peace.
The meeting concluded on a positive note, with both parties pledging to strengthen bilateral relations and collaborate closely in advancing a peaceful, stable, and prosperous Horn of Africa.
