The Uganda Bureau of Statistics (UBOS) has announced the deployment of 1,100 Field Data Collectors to complete the Baseline Education Census 2025 across seven sub-regions, following the conclusion of industrial action by government primary school teachers.
Speaking during a media briefing at the Uganda Media Centre, Didacus Okoth, the Principal Public Relations Officer at UBOS, said the data collection exercise will be carried out from October 27 to 30, 2025, in the sub-regions of Acholi, Bunyoro, Karamoja, Kigezi, Rwenzori, Tooro, and West Nile.
“The Bureau has resumed the final phase of the Baseline Education Census after the successful resolution of teachers’ industrial action,” Mr Okoth said. “Our teams have been dispatched to the field today to ensure the exercise is concluded before Primary Seven candidates begin their national examinations on November 4, 2025.”
He emphasised that the Census aims to provide accurate, up-to-date statistics on the education sector to guide policy planning, budgeting, and service delivery.
“We appeal to all Head Teachers, Local Government leaders, and the general public to cooperate with our enumerators,” he added. “This exercise is critical in providing data that will inform government interventions and improve the quality of education in Uganda.”
UBOS also urged parents and guardians to support the process by providing correct information for learners, including their Date of Birth, National Identification Number (NIN), and Learner Identification Number (LIN).
According to Mr Okoth, enumerators will visit all primary schools in the selected sub-regions to collect data on learners, teaching and non-teaching staff, school infrastructure, learning materials, and sanitation facilities.
“We are collecting comprehensive information covering all aspects of the education environment — from classrooms and laboratories to textbooks, teacher qualifications, and access to water and sanitation facilities,” he explained.
He reaffirmed UBOS’s commitment to delivering reliable data that supports national development planning. “The Bureau remains steadfast in coordinating the National Statistical System and providing quality statistical services that strengthen Uganda’s development processes,” Mr Okoth said.
The Baseline Education Census 2025 is part of UBOS’s broader effort to update national education statistics and support the Ministry of Education and Sports in improving sector performance monitoring.
