Kampala Metropolitan North Police last week summoned Amir Ummar Sheikh Mohammad Yunus Kamoga for the alleged unlawful confinement and trafficking of persons at his Ttula Rehabilitation Facility.
SCP Enanga Fred, Police Spokesperson, told journalists at Police Headquarters in Naguru on Monday that the number of male teenagers and young adults who were found at the centre has increased from 32 to 45.
“They have all been profiled and statements recorded from them. It is against this background that, last Wednesday, Sheikh Kamoga was summoned with his administrators, to KMP North Headquarters, to explain the circumstances under which the rehabilitation centre was operating, but he did not turn up,” Enanga noted.
He added: “Our teams have so far established that the rehabilitation centre was operating illegally, since it is not registered by the NGO Board, URSB or any other authorised organisation, the centre had also specialised in the recruitment of male teenagers and young adults, some without the consent of their parents.”
He said for instance, Mugisha Siraji, aged 17, was picked on May 25, 2023, from Gayazu village in Kakumiro district; Gumisiriza Ismail, aged 15, was picked by Sheikh Farouk Jjumba at Kihiro Mosque in Ibanda; Katolo Ahmed Amisi, aged 17, a Congolese was picked from a mosque in the DRC by a one Juma, Okech Ibrahim, aged 12, was picked by Ramathan from Oyam district, among others.
Some of the victims were picked from countries like DRC and Rwanda.

5. Tushemereirwe Abdul Latif aged 18 years, resident of Kibologa village in Kyankwanzi district.
6. Parmo Ibrahim aged 25 years, student and resident of Kawempe Ttula zone.
7. Maniriho Ibrahim aged 20 years is a student and resident of Nyatete village Nyalubuye sub-county in Kisoro district.
8. Mutebi Zaidi aged years, a shop attendant at Seeta Mukono and resident of Tula zone, Kampala district.
9. Abdul Nasulu Usma aged 19 years, a student of Tula Marakaz, and a resident of Ttula in Kawempe.
10. Komest Ismail Zul-kifl aged 23 years, student of Tula Marakaz, and resident of Tula zone, Kawempe.
11. Kababaze Adam aged 18years, student and resident of Kikube Kisoloza in Kikube district.
12. Alinda Abdul Wahab aged 20 years, painter and resident of Bwanya village, Hoima district.
13. Kajubi Shafik aged 18 years is a student at Ttula Rehabilitation Centre, resident of Bugamba Kimuni in Kakaseke district.
14. Balaba Uthuman aged 18 years, resident of Kawempe in Kampala district.
15. Wanyama Sharif aged 18 years is a casual labourer and resident of Katunda Village Buikwe district.
16. Nyegenye Yusuf aged 19 years a casual labourer and resident of Ajuket village in Busia district.
17. Umar Swaddiq aged 28 years unemployed and a resident of Pader Atangalacekocot zone in Pader district.
18. Katende Abdullah aged 28 years, student, resident of Buziga Makindye East in Kampala district.
19. Ishaka Sigiyuva aged 22 years, peasant, resident of Mutore village in Kikube district.
20. Sseempija Jamil, aged 20 years, a casual worker, resident of Kiswera in Kampala district.
21. Okech Ibrahim aged 12 years resident of Apworo Cero in Oyam district.
22. Tuyisenge Juma aged 21 years, unemployed, resident of Raher village in Kisoro district.

31. Bushemere Shafik aged 11 years is a pupil and resident of Ttula in Kawempe division.

33. Sayidi Muhammad aged 19 years is a student and resident of Ttula Kawempe.

35. Kyabali Siraji aged 57 years, a painter, resident of Bulangira village Kikube district in Mbale district.
36. Lubango Razaaku Ahmed aged 18 years is a student at Masala Islamic Centre Secondary School and a resident of Tula zone.
37. Musa Atuhura aged 26 years, resident of Hoima City in Bwanya Cell in Kicwamba ward.
38. Walusimbi Ashraf aged 24 years, self-employed, and resident of Kawempe Ttula zone.
39. Bin Ashraf Male aged 18 years, resident of Ttula Kawempe zone.
40. Segawa Abdallah aged 21 years, student and resident of Ttula Zone.
41. Jibri Ahmed aged 18 years, unemployed and a resident of Auchuru North Kivu DRC.
42. Nguma Ibrahim aged 22 years, a bricklayer, of Kyenjojo village Kikuube district.
43. Waddimba Yusuf aged 21 years, brass band player and resident of Ssemuto Kappeka in Wakiso district.
44. Aramathan Kanyesigye aged 22 years is a casual worker resident of Ttula zone.
45. Ndagijimana Masudi aged 19 years, student and resident of Tula Kawempe in Kampala district.
“The alleged acts of unlawful confinement, coercion, deception, intimidation, abduction, and abuse of children’s rights by Sheikh Kamoga and his administrators, should not be taken as an attack on the Muslim Community, but rather an investigation against individuals, allegedly involved in the trafficking of persons,” Enanga stated.
He said so far, 17 out of the 45 victims have been reunited with their parents and guardians.
According to Enanga, the facility is crowded and the victims were confined in an unhealthy environment with poor feeding with adults sharing beds with juveniles, and others sleeping on the floor.
“As the Joint Security Agencies, we remain dedicated and reaffirm our commitment to combatting networks of child trafficking to help mitigate the risks of child abuse, torture and exploitation.”
