Wakiso — The National Environment Management Authority (NEMA) has issued a stern Environmental Restoration Order to the owner of Nkalubo Mixed Farm in Bendegere Village, Nkumba Parish, Katabi Town Council, Wakiso District, after persistent reports of environmental pollution and strong public outcry.

The action follows repeated inspections by NEMA on February 7 and June 13, 2025, prompted by resident complaints about a persistent foul odour and poor waste management. Investigations confirmed that the farm’s operations—including the rearing of over 14,000 chickens and 40 pigs—have been polluting the air and soil, violating several environmental regulations and posing serious public health risks.

NEMA says the facility has failed to comply with its directives despite numerous warnings and technical support. The farm was found to be operating without mandatory environmental approvals, a breach of Sections 162(e), 163, and 164 of the National Environment Act, Cap. 181.

“The farm’s activities are polluting the surrounding environment and posing a danger to human health,” read a statement from Naomi K. Karekaho, Head of NEMA’s Corporate Communications Unit.

The Restoration Order directs the farm owner to immediately cease all activities that generate pollution, upgrade waste management and drainage systems, properly dispose of manure, carcasses, and waste materials, submit a site restoration plan within 21 days and stop any actions that pose harm to the public or the environment.

Failure to comply will result in legal enforcement under the National Environment Act, including possible prosecution, fines, and institutional criminal charges. NEMA reiterated its commitment to enforcing environmental laws and urged all livestock operators to seek proper approvals before establishing or expanding operations.
