Kibuku —President Yoweri Kaguta Museveni has urged Ugandans to safeguard the peace and stability achieved under the National Resistance Movement (NRM) by embracing wealth creation and supporting government programmes designed to deliver inclusive development.
Addressing a campaign rally at Kibuku Primary School in Kibuku Town Council on Monday, the President said Uganda’s transformation depends on aligning government investment in infrastructure with individual efforts to generate household wealth.
Museveni, the NRM Presidential flagbearer, reminded residents that the party’s greatest contribution to Uganda has been restoring peace, which has provided the foundation for all subsequent progress. “The first contribution is peace. We defeated cattle rustling and other wars, and that is why there is peace across Uganda,” he said.

He noted that peace has enabled the expansion of critical economic and social infrastructure—roads, electricity, telecommunication networks, schools and health facilities—bringing services closer to citizens.
The President reaffirmed the government’s commitment to ensure every parish has a primary school and every sub-county a secondary school, so that no child is denied access to education. On health, he said the target is to ensure every sub-county has a government health facility.
“In Kibuku, we are upgrading Nabiswa, Kituti and Nakodo Health Centres from HCII to HCIII,” Museveni announced. “We are also upgrading Dodoi, Kenkebu, Nandere, Kalampete, Nankodo and Moru health centres.” The district currently has one HCIV and 13 HCIIIs.

He stressed that such investments are meant to reinforce, not replace, household wealth creation. “Development is good, but wealth is important because it is individual. You can have development and people still remain poor,” he said.
Museveni encouraged families to adopt the four-acre model—coffee, fruits, pasture and food crops—supplemented with poultry, piggery or fish farming depending on location. He also directed local leaders implementing the Parish Development Model to ensure all households enter the money economy, warning that poverty cannot be defeated through handouts.
“I want you to check how many people in your parish are still working for the stomach only. Everyone must join the money economy,” he said.

The President added that jobs are created through productivity and enterprise, not government employment alone. “Factories have employed 1.3 million people. Jobs come from wealth—individual, family, company wealth—plus services like hotels, transport and factories,” he said.
On education, Museveni decried the illegal fees charged in government schools and said he established Presidential Skilling Hubs to equip young people with practical skills.
“School fees are killing the future of many children. One girl told me she had contemplated suicide, but after joining the skilling hub, she regained hope. In six months, they are producing items we used to import,” he said, adding that the NRM will revisit the issue of free education after the election.

Museveni concluded by summarising the NRM message as one built on five pillars: peace, development, wealth creation, jobs and free education.
NRM Second National Vice Chairperson Rt. Hon. Anita Among urged Kibuku residents to vote for President Museveni and all NRM candidates. District Chairperson Hajji Shalif Ssebakaki thanked the President for establishing the Presidential Skilling Hub, which he said has empowered local youth, and appealed for its expansion to accommodate more learners.
