His Eminence Dr. Sheikh Shaban Ramadhan Mubajje, the Grand Mufti of Uganda, has commended the National Identification and Registration Authority (NIRA) for the efficient and inclusive execution of the ongoing National ID Mass Enrollment and Renewal Exercise across the country.
Speaking after completing his own ID renewal process—which he revealed took less than six minutes—the Grand Mufti described the exercise as a “critical step in Uganda’s journey toward ensuring legal identity for all.”
The Mufti praised the pre-registration portal https://prereg.nsis.nira.go.ug, which allows applicants to submit their information in advance, significantly shortening the on-site processing time. He also applauded the deployment of enhanced biometric systems that capture iris scans, fingerprints, and digital signatures, noting that such technology plays a vital role in fighting identity fraud and improving national security.

“The level of professionalism and speed demonstrated by NIRA staff was commendable. It is encouraging to see our country embracing modern technology to improve service delivery,” said the Mufti, urging all Ugandans—regardless of religion, age, or background—to participate in the campaign.
The nationwide campaign, which operates Monday through Saturday at the parish level, aims to register new applicants and renew expired or soon-to-expire IDs under the theme of “Legal Identity for All.” NIRA has made special accommodations for vulnerable groups, including the elderly, Persons with disabilities and Expectant mothers.

NIRA’s mass registration effort is part of Uganda’s commitment to the UN Sustainable Development Goal 16.9, which calls for providing legal identity for all, including birth registration, by 2030.
As the campaign gains momentum across districts, citizens are urged to complete the pre-registration online and visit their designated centres with the necessary documentation.
