Renowned public policy analyst, Morrison Rwakakamba has been appointed the board chairman of Uganda Investment Authority (UIA), the country’s investment promotion and facilitation organisation.

He replaces Dr Emily Kugonza who opted to join elective politics and was declared unopposed as Buyanja East constituency MP in the January 14 general elections.

Rwakakamba, who is also the founding Chief Executive Officer at the Agency for Transformation (AfT), Uganda, received his first degree in Education from Makerere University, Kampala in 2003.

He later obtained a Master’s Degree in International Relations and Diplomatic Studies (IRDS) from the School of Political Science at Makerere University. In 2004, he joined the Uganda National Farmers Federation (UNFFE) as a Research Associate and later became a Resident Consultant and Manager for Policy Research and Advocacy.

At UNFFE, he directed research and mobilized the farmers’ fraternity to amplify voice and shape favourable agriculture policy. Morrison later took up the position of Chief Executive Officer at the Uganda National Chamber of Commerce and Industry (UNCCI), where he led initiatives to reform Uganda’s budget architecture in favour of private sector and citizens.

He was also the first Uganda Country Manager for Twaweza, a citizen-centered initiative, focusing on large-scale change in East Africa. His study on the effectiveness of Uganda’s environmental policies was peer reviewed and published by the Mountain Research and Development (MRD) Journal in May 2009.

In 2012, he was appointed him as Special Presidential Assistant in charge of Research and Information (Head of Research Unit in the  Presidency Ministry).

Rwakakamba is not new to the investment sector. As a member of the board of the board of Uganda Investment Authority, he has encouraged Ugandans within and outside the country to take advantage of domestic investor incentives like free trade zone services to start up investments. He has also enjoyed a cordial working relationship with State Minister Anite Evelyn.
