The Mayor for Kampala city, Erias Lukwago has written to the Inspector General of Police (IGP), Okoth Ochola calling for immediate withdrawal of Kampala Capital City Authority (KCCA) Head of the Law Enforcement Team, SSP Kituuma Rusoke.
The Lord Mayor noted that Rusoke was illegally assigned the duty of heading the KCCA law enforcement team which is not a police force unit.
“As it appears on record, Rusoke was deployed at KCCA and designated as the head of security unit, a position he has held for a period of over five years,” Lukwago noted in the letter to the IGP dated January 8, 2019.
The Mayor said that following a brutal and illegal operation that claimed the life of a street vendor, a one Olivia Basemera, the Authority resolved in August 2018 that Rusoke should be reprimanded and sent back to the Police headquarters which has never happened ever since.
“His continued stay at KCCA thereafter is a clear manifestation of impunity and accordingly, I invite you to respect the Authority resolution by recalling him from KCCA,” Lukwago noted.
Basemera, a street vendor met her death after drowning in Nakivubo Channel while she was being pursued by KCCA law enforcement officers.
