The deputy coordinator of Operation Wealth Creation (OWC), Lt Gen Charles Angina has said that local governments are a critical component in government’s implementation of wealth creation programs at the grassroots.
Lt Gen Angina said this while representing the OWC Chief Coordinator, Gen Salim Saleh at the opening of the 3rd Uganda Local Government Association (ULGA) LED conference at the Civil Service College in Jinja.
This year’s LED conference was themed on transforming of communities for increased incomes and local development with cooperatives as an engine for Local Economic Development.
“You have realised that you are the bedrock to our people. You have done well in identifying that you are critical players in giving good services,” Lt Gen Angina said.
He emphasized that local governments must deliver not just ordinary services but outstanding services to the communities so as to help in the transformation of Ugandans.
“I know this from the botton of my heart that local governments are very critical in this endeavour, and that explains why OWC is very excited and delighted to move towards signing an MoU to work with Local governments”.
Angina added that central in this role is the supervision of such projects to ensure they are effectively implemented. He also asked the district leaders to encourage citizens to embrace OWC programs
“You are there to give assurance and hope to the communities to embrace and own those projects and programs,” Lt Gen Angina told members of ULGA during the conference.
Operation Wealth Creation (OWC) was launched in 2013 by President Yoweri Museveni as an intervention to facilitate national socio-economic transformation. The initiative focused on raising household incomes and wealth creation by transforming subsistence farmers into commercial farmers to end poverty.
OWC has since been mobilizing Ugandans to engage in commercial agricultural activities to boost household income, distribute production inputs equitably and timely to boost production and productivity at household level.
