ISO Director General Brig Gen Charles Oluka Dies at Seguku Hospital

Kampala, Uganda – The Director General of the Internal Security Organisation (ISO), Brigadier General Charles Oluka, has passed away.

He died on the evening of January 29, 2025, at Seguku Hospital, where he was rushed after a medical emergency.

The news of his sudden demise was first announced by Faruk Kirunda, the Deputy Presidential Press Secretary, who expressed his condolences, stating:

“Sad news coming in of the sudden death of the Director General, Internal Security Organisation (ISO), Brig. Gen. Charles Oluka. He died at Seguku hospital where he was rushed this evening. Details to follow… May his soul rest in eternal peace!”

Tributes Pour In

Brig. Gen. Oluka’s passing has been met with shock and sorrow across the country, with several leaders paying tribute to his service and dedication to Uganda’s security.

Deputy Speaker of Parliament, Thomas Tayebwa, described Oluka as a “fine gentleman who enhanced teamwork and raised the profile of ISO.” He added:

“His dedication to work and commitment to his country were unrivaled. My condolences go to his dear wife and family, H.E @KagutaMuseveni, the @MODVA_UPDF, and ISO fraternity. May Brig. Oluka’s soul rest in eternal peace.”

Veteran politician and NRM Vice Chairman for Eastern Uganda, Capt. Mike Mukula, also expressed deep sorrow, calling Oluka “a true epitome of humility and courage.”

“Deeply saddened by the news of the tragic and devastating demise of our beloved comrade Brigadier General Charles X-Ray Oluka (RIP). A great patriot and nationalist. I mourn his loss with his family and our gallant UPDF.”

Former Security Minister Gen. Henry Tumukunde remembered Oluka as a “dedicated professional” with whom he worked closely:

“I’m shocked & saddened by the sudden passing of Director General ISO, Brig. Gen. Charles Oluka. A dedicated professional whom I was honored to work closely with during my time in service. My condolences to the family, ISO, @MODVA_UPDF & the country. May his soul rest in peace.”

A Legacy of Service

Brig. Gen. Charles Oluka had a distinguished career in Uganda’s security apparatus.

He was appointed Director General of ISO in October 2020, succeeding Col. Kaka Bagyenda.

Under his leadership, ISO played a crucial role in intelligence gathering and national security efforts.

Further details regarding funeral arrangements are expected to be announced in due course.
