Police chief, IGP Okoth Ochola has made new changes within the Police command, moving Assistant Commissioner of Police (ACP) Herbert Muhangi from the Flying Squad where he has been commander.
This is the latest of numerous series of reshuffles that IGP Ochola has effected since he took over the leadership of Police two months ago.
Muhangi’s new assignment will now be in charge of auditing in the Department of Human Resource, a rather less tedious role compared to his previous role at the helm of the Flying Squad.
The Flying Squad unit of the Police which has now been rebranded to become Organised Crime Department (OCD) has been in charge of undertaking sophisticated crimes across the country. It has among other operations helped retrieve stolen motor vehicles some that had been smuggled outside Uganda.
While the Unit has had some significant successes in tracking down and apprehending criminals, Muhangi’s tenure has not been with no downsides, including allegations of corruption.

There have been several reports of operatives of Flying Squad abusing their power and aiding crime including car jacking and illegal repatriation of refugees.
Two Flying Squad officers were among the nine charged last year before the general court martial for cases of illegal possession of fire arms and grenades, among other charges.
In an interno memo by the IGP, all officers under the Flying Squad Unit have been instructed to report to CID Headquarters in Kibuli not later than May 16 May 2018 for further deployment.

Meanwhile, Ochola has appointed D/SSP Mark Paul Odong Mark who was formerly at the Special Investigations Unit to head the new Organised Crime Unit.
CP Sagal Abraham, previously posted in the Office of the IGP has also been transfered to head the Border monitoring unit of Interpol.
Womanya Elly moves from Interpol to become Deputy Director for the Special Investigations Unit (SIU).
