Byamugisha says that the roads are being upgraded under Uganda Support to Municipal Infrastructure Development (USMID) Project Additional Funding(AD). He says that the project has been contracted by Multiplex Construction Company Limited in partnership with Turkish based International Construction Company Limited. The tarmacking of Rushoroza road was pledged by President Yoweri Kaguta Museveni in August 2010 while during his visit to Rushoroza Cathedral.

However, for long nothing had been done, an issue that reached the extent of annoying a section of the Catholic community in Kabale diocese. Bwankosa and Bushekwire have also been in a very sorry state with deep potholes and clogged with stagnant water whenever it rains.

While launching the project at Rushoroza Cathedral, Dr. Chris Baryomunsi whi is State Minister for Housing apologized for the delay towards the upgrading of Rushoroza road and others due to procurement hiccups.

Baryomunsi also says that the delay happened after construction companies which he declined to reveal petitioned court after they lost the tender.

According to Baryomunsi, the upgrade of the three roads that are set to start next month and be completed within one year will involve the tarmacking installation of solar street lights, drainage, walkways, and beautification. He says that the upgrade of Rushoroza will cost 13.71 billion Shillings, Bwankosa 5.49 billion Shillings, and Bushekwire 2.50 billion

Bishop Calist Rubaramira, the Bishop of Kabale Diocese hailed the president for finally honoring the pledge to tarmac the road. Rubaramira says that he hasn’t got any issue with the delay because it is understandable that there was a problem.

Moses Bossa, the director of Multiplex Construction Company Limited assured officials that he will complete the required work in the required time.
