Gulu City — Gen (Rtd) Caleb Akandwanaho Salim Saleh, Chief Coordinator of Operation Wealth Creation (OWC) and Presidential Advisor for Defence and Security, delivered a keynote address at the 2025 Annual Ambassadors’ Conference held at Gulu University.
He called on Uganda’s diplomats to align their missions with the country’s national priorities, particularly those outlined in the National Development Plan IV and the Tenfold Growth Strategy.

Gen Saleh noted that effective foreign policy execution requires coordination, strategic planning, and alignment between the Foreign Service and the Ministry of Foreign Affairs headquarters.
Addressing the meetinng of Heads and Deputy Heads of Mission, senior diplomats, and government officials, Gen Saleh underscored the critical role of diplomacy in economic transformation, export diversification, and international cooperation.

He noted that while Uganda has experienced growth in non-traditional exports such as gold, tourism, and remittances, there remains a significant challenge in scaling up agricultural exports. To address this, he called for strategies that unlock the full potential of Ugandan farmers, thereby enhancing the country’s economic transformation and export diversification.
The conference, themed “Strengthening the Foreign Service’s Contribution to National Developmental ,” serves as a platform for Uganda’s diplomats to engage in discussions, peer reviews, and strategic planning to ensure that their efforts are aligned with the government’s development goals.

Gen Saleh’s remarks reinforce the government’s commitment to fostering a foreign service that actively contributes to the nation’s development objectives.
Through strategic coordination and focused efforts, Uganda aims to enhance its global standing and achieve sustainable development.
