Forum for Democratic Change (FDC) have asked Parliament to probe into the conduct of the Inspector General of Police (IGP) Gen Kale Kayihura especially his links with the head of Boda boda 2010, Abdullah Kitatta, and have Kayihura arrested for working with ‘criminals’.
FDC say that Kayihura recently confessed to working with Boda Boda 2010 which therefore implicates him now that several members of the rogue group are suspected criminals.
Kitatta was over the weekend arrested with several other members of Boda Boda 2010 by the Chieftaincy of Military Intelligence (CMI) for allegedly plotting the murder of the late Case Hospital accountant, Francis Ekalungar.
Addressing the media at the party headquarters in Najjanankumbi, Ibrahim Semujju said that the current security situation in the country requires the intervention of Parliament to independently investigate the Police Chief.
“When Parliament resumes, I with other members shall table a motion to investigate the conduct of Kale Kayihura and his connections with Boda Boda 2010 and other agencies like ISO,” Semujju said.
Semujju expressed concern that the country’s security organs are managed by criminals and goons who have committed several crimes.
“We are concerned that the statutory bodies set up by the Constitution are run by criminals who can in broad day light confess to have committed crime and their bosses claim for them,” Semujju said.
“We need wider investigations into the conduct of Kayihura; may be he should be Kittata’s co-accused because he is on record commending him for the good work and now he is arrested for murder, the supervisor must explain” Semujju said.
“I don’t want to encourage the Military to meddle into police work, this in itself is a problem, Kittata should have been arrested by Police but the Military has taken over the investigation of murder andother cases,” Semujju said.
Semujju said that the arrest of Kitatta and his colleagues should be an indictment on Kayihura and the Police, saying the institution should be the one investigating murder not protecting murder suspects.
“I don’t know why they didn’t arrest Kayihura for negligence. You can’t be responsible for investigating suspects and instead tell Parliament that you are working with the criminals.”
Last week, while appearing before the Parliament committee of Defence and Internal Affairs, IGP Kale Kayihura defended Boda Boda 2010 group and commended them for helping to clean up the boda boda industry and quelling opposition led ‘Walk to Work’ protests.
“Our broad concern is that the criminals are not only working with Kayihura but work with Museveni and Tumukunde as well; we don’t even know whether they are now not going to begin exchanging criminals,” Ssemuju stated.
