The Electoral Commission of Uganda has appointed Richard Baabo Kamugisha as its new Secretary, effective March 4, 2026.
Kamugisha had been serving in an acting capacity since late 2024 following the departure of the former Secretary.
In a statement shared on its official platforms, the Commission confirmed the appointment and highlighted Kamugisha’s long service within Uganda’s election management body.
“Mr Richard Baabo Kamugisha has been acting Secretary to the Commission since late 2024, when the former Secretary left the institution,” the Commission said.
As Secretary, Kamugisha will serve as the Accounting Officer and head of the Commission’s technical wing, overseeing the institution’s management and administrative operations.
The Commission described him as “a very experienced and distinguished election management expert” who has served the institution for more than two decades.
Kamugisha joined the Electoral Commission in 1999 and has risen through several positions within the organisation. Over the years, he has served as a District Registrar and District Returning Officer, Head of the Field Operations Department, and later as Director of Operations.
Officials say his appointment is expected to strengthen the Commission’s administrative leadership as the country continues preparations for future electoral processes.
Under the Electoral Commission Act (Uganda), the Secretary serves a five-year term, renewable once.
