The Former Executive Director of Uganda National Roads Authority (UNRA), Allen Kagina, has handed over the offices and assets of the former National Roads Authority to the Ministry of Works and Transport.
Kagina, along with the former Board Chair, former Directors and senior managers, handed over the assets and offices to the Minister of State for Works, Hon. Ecweru Musa Francis and the Permanent Secretary, Bageya Waiswa.
According to the Works and Transport Ministry, seamless office and service transfers are necessary for continued safe, efficient, and reliable transport services.
This follows UNRA’s dissolution as part of a broader government Rationalisation of Agencies and Public Expenditure (RAPEX) programme, which aims to eliminate overlapping roles, reduce government expenditure, and maintain high-quality service delivery.
Last month, UNRA and the Uganda Road Fund were disbanded, with their duties reverted to the Ministry of Works and Transport.
This action followed the revocation of the Uganda Road Fund Act, 2008, and the Uganda National Roads Authority Act, 2006, which initially established these entities. The development came after the passage of the Uganda Road Fund (Amendment) Bill, 2024, and the Uganda National Roads Authority (Amendment) Bill, 2024, by Parliament on November 6, 2024.
By dissolving the Uganda Road Fund, the government would save Shs3.8 billion in administrative costs and Shs2.6 billion in wages, with an additional Shs395 billion budgeted for road maintenance to be integrated under the ministry, according to Hon. Dan Kimosho, Chairperson of the Committee on Physical Infrastructure.
