The Anti-Corruption Unit of State House in liaison with Uganda Police has arrested Ismail Walujo, a Councillor and Secretary of Works at Mbale City Council.
Walujo, a businessman in Mbale City, allegedly connived with the former Nakaloke Town Council officials to sell government land approximately 52 acres in Nakaloke.
The land was subdivided into various plots with Walujo getting the biggest number of the plots.
He also grabbed a government school Umar and Yumbe Primary School in Mbale City. It is alleged that the school has been made to collapse because he grabbed the area and set up a washing bay and restaurant.
It is further alleged that he has been bribing the District Education Officers to stop following up on the school by not sending teachers and resources there hence the collapse of the school.
“Investigations into the matter are still ongoing,” the unit said on Saturday.
In the same “Expose the Corrupt” drive, the unit on June 30, arrested Nakayima Stella Atwoti, Secretary of Buwekula Parish Development Model (PDM) SACCO Jinja City for extorting money from old and vulnerable beneficiaries.
Nakayima would deduct Shs100,000 from each beneficiary’s Shs1m claiming to be taking it to the Parish Chief.
On June 29, the unit arrested six Mbale City Council officials on various corruption allegations following the commencement of investigations by the Unit in Mbale City.
The Speaker, Myriam Nambuya, and Clerk to Council, Annet Wawule, connived with some councillors to irregularly pass a motion to reduce the property rate from 8% to 4%.
It is alleged that the councillors did that in order to obtain kickbacks from property owners in Mbale City.
Kigenyi Abdul, Senior Human Resource Officer, irregularly included ghost workers on the payroll causing govt loss of over Ugx100M in payment of salaries.
He also irregularly paid Shs3bn to 401 secondary school and tertiary employees who were not in the database from Education Service Commission.
The Principal Health Inspector, Charles Wandera, embezzled revenue out of the medical examination fees and suitability fees by issuing false receipts to applicants.
The former Town Clerk of Northern Division, Martin Busiku, irregularly committed the government to contracts worth Shs74m.
He also embezzled over Shs150m in under-assessment of property rates.
Emmanuel Gidudu, Assistant Accountant of Industrial Division while serving as an accountant, connived with the then Town Clerk Northern Division, James Kutosi, to embezzle over Shs43m funds meant for fencing Mayor Mbale Primary School.
Meanwhile, on June 27, the unit arraigned Ocung Denis, the Acting district engineer, Soroti District Local Government before the Anti-corruption Court on charges of abuse of office and conspiracy to defraud.
The charges are in relation to the implementation of the Shs394m Project for the construction of a piped water supply scheme in Adamasiko, Ojor parish, Kalie sub-county, Soroti District.
He connived with the contractor M/S Time Traders Ltd and paid them Shs24m with no work done.
He further abused his office by making the above payment without consulting the project management committee.
He is jointly charged with Odeke Ismail, the Director of M/S Time Traders Ltd, who is still at large.
