The Inspector General of Police (IGP) Gen Kale Kayihura has in the latest changes in the Police promoted the long serving spokesperson of Kampala Metropolitan SSP Emilian Kayima to Police Spokesperson.
Senior Superintendent of Police (SSP) Kayima now replaces Assistant Inspector of Police (AIGP) Asan Kasingye who had served as spokesperson since March this year following the murder of his predecessor AIGP Andrew Felix Kaweesi. Kasingye has been doubling as the Police Chief Political Commissar (CPC).
A communique issued by Gen Kayihura on Tuesday states that the office of the Police Spokesperson will henceforth be separated from that of the Chief Political Commissar.
“In order to enable CPC concentrate on improving the ideological quality of the Police officers and the constabulary through political education, am delinking once again the office of the Police Spokesperson from Political Commissar,” the IGP wrote in his communique copied to all police units.
Kayihura says that the move is aimed at enlightening the police officers on political education with the view of cleansing the Force which he admits is faced with “dominant negative attitudes and values”.
“The single biggest challenge facing Uganda Police Force is the dominant negative attitudes and values which can only be cured through political education,” the statement by the IGP added.
“Accordingly, am appointing SSP Emilian Kayima as the new Police spokesperson.”
Kayima has been the Police spokesperson for Kampala Metropolitan area since July 2016 and before that, he was working with the Department of Land Protection Unit of Police.
Kayihura has directed that AIGP Asan Kasingye immediately embarks on formulation of a program of Political education in liason with UPDF Polical Commissar Brig Masiko for all police units as well as setting up a police school of political education.
As much as there might be inadequacy of funds, IGP Kayihura insists that the institution is set up this financial year.
He has also directed that the CPC arranges a seminar of all police officers in December this year.
